To declare the national smart city pilot should have the following conditions: smart city construction work has been included in the local national economic and social development "second five" plan or related special planning; has completed the smart city development planning preparation; has a clear smart city construction Financing programs and safeguards channels, such as included in the government budget; main head responsible for t the creation of national smart city pilot declaration, organization and management.
